April 20 1997 Davis, California. Animal Activists Arrested at UC Davis . -- Thirty-two animal activists were arrested during a four-hour protest at the University of California, Davis. They were charged with a range of violations: trespassing, resisting arrest, vandalism, and wearing a mask during the commission of a crime. Starting shortly before 11 a.m., 34 protesters held a brief demonstration in front of the campus's John E. Thurman Veterinary Diagnostic Laboratory -- site of the country's most costly destructive act by animal rights activists in 1987. Following acts of civil disobedience, police arrested 29 adults and three juveniles.
The 29 adults arrested and taken to the Yolo County jail were:

| Eco-Terror Leader Incites War Protestors to
Disrupt Our Nation-

The
former spokesperson for Earth Liberation Front (ELF), a noted domestic
terror organization, has called on war protestors to “severely disrupt”
the overall functioning of our nation’s society.
In
a manifesto published on politically radical Internet sites, Craig
Rosebraugh advocated violence and destruction as he instructed activists
who oppose the U.S. military engagement in Iraq to “engage in strategies
and tactics that severely disrupt the war machine, the U.S. economy, and
the overall functioning of U.S. society.”
Rosebraugh
claims that unless protest tactics like marches, picketing, rallies and
civil disobedience serve to disrupt the functioning of the political
system and the economy, they are “pointless, and perhaps even
counterproductive.”
He
urged activists to riot, attack financial centers and media outlets,
harass political leaders, target U.S. military establishments and to
refuse to support America’s troops.
He encourages property destruction, online sabotage and tactics to
knock media networks off the air.
“An
atmosphere of severe unrest, if manufactured properly, will force the U.S.
government to place military resources in the streets of the United
States, will threaten the economy of the United States, and ultimately
create a political atmosphere unfavorable for Bush to continue on with the
war,” wrote Rosebraugh.
The
message of social disruption and destruction that Rosebraugh issued to war
protestors is the same message he continues to send to extreme
environmental advocates.
Recently,
Rosebraugh told Oregon’s Willamette Week, “Terrorism can be OK, can
be justified.” He asserted
that political activists must use a range of tactics, legal and illegal,
violent and nonviolent.

In the United States, animal rights and environmental extremists have been responsible for numerous destructive acts of terrorism over the last two decades. Animal right activists are against the use of animals for any reason. The most extreme activists pursue animal rights through criminal activity.
EXTREMIST GROUPS
The Animal Liberation Front and the Earth
Liberation Front are extremist groups responsible for an excess of 1,000
incidents across the country that resulted in $47 million worth of damages. The
Animal Liberation Front (ALF) is a loosely organized movement, established in
Great Britain in the mid-1970s, focused to end the abuse and exploitation of
animals. The American branch of ALF was formed in the late 1970s. ALF carries
out direct actions against individuals and/or companies using animals for
research or economic purposes. The Earth Liberation Front (ELF) carries out
direct actions against individuals and/or companies deemed responsible for the
destruction of the natural environment and the exploitation of the earth's
natural resources.
In 1993, ALF and ELF declared their cooperative involvement in several direct actions. The groups have shared responsibility for numerous incidents, used common spokespersons, and press offices. In June 1998, ALF and ELF claimed responsibility for an arson attack against the U.S. Department of Agriculture Animal Damage Control building near Olympia, Washington, in which the damages exceeded two million dollars.
The animal rights and environmental extremists specifically design their movements' attacks to produce a substantial level of economic hardship and to force individual animal enterprises out of business. In pursuit of their mission, the groups claim to adhere to a strict code of non-violence toward human life. However, harm to humans is increasingly likely as their tactics escalate in magnitude.
RECENT
ACTS OF TERROR
In June 1998, the ALF and ELF have claimed joint
responsibility for the arson at two Olympia, Washington, sites operated by the
Department of Agriculture, Animal and Plant Health Inspection Service. The sites
sustained substantial structural damage as well as the loss of three years worth
of research valued at $1.5 million.
On October 19, 1998, at Vail Ski
Resort in Vail, Colorado, fires were set at multiple locations resulting in the
destruction of four ski lifts, a restaurant, a picnic facility, and a utility
building. The total damage was estimated at $12 million. The ELF claimed sole
responsibility via e-mail two days later.
On December 31, 1999, the ELF set a $400,000 fire in Michigan State University's Agriculture Hall, in East Lansing, Michigan. In an anonymous note, the ELF claimed responsibility for the arson citing the reason for their actions developed from the belief that genetic engineering is a threat to the environment.
Within a three-month interval, Erie, Pennsylvania, has been targeted for incidents of arson on two separate occasions. On August 8, 2002, an arson occurred at the US Forest Service Laboratory in Irvine, Pennsylvania. The damage to the facility was estimated at between $700,000 and $1 million. On November 26, 2002, ALF claimed responsibility for setting a fire that destroyed a barn at a mink farm in Erie, Pennsylvania.
On January 1, 2003 a fire engulfed three vehicles, one SUV and two pickup trucks at the Bob Ferrando Ford World Dealership in Girard, Pennsylvania. The estimated loss to the dealership was $96,000. Two days later, ELF claimed responsibility for this arson.
WHAT THE
FBI IS DOING ABOUT IT
In recent years, ALF and ELF have been responsible
for terrorist acts with accumulated damages in excess of $45 million. The FBI
recently identified the unlawful activities of ALF and ELF a main priority of
domestic terrorism in the US
The cooperation amongst local, state, and federal law enforcement agencies is a vital component of a comprehensive response to terrorism. The formation of the Joint Terrorism Task Forces is the most tangible form of the cooperative efforts. These task forces are competent to respond to terrorism because the combination of the national and international investigative resources of the FBI and the street level expertise of local law enforcement agencies. The integration of the investigative abilities of the FBI and local law enforcement agencies, the task forces represent an effective response to the threats posed to the US communities by domestic and international threats.
CURRENT
FUGITIVES
On April 15, 2001, arson occurred at Ross Island Sand and
Gravel in Portland, Oregon, where three concrete mixing trucks were damaged by
incendiary devices. Damage to the trucks was estimated to be more than $200,000.
Several days after the incident, the ELF claimed responsibility. On October 18,
2002, Michael James Scarpitti was indicted for his alleged connection with the
arson.
Scarpitti is a longtime environmental activist. He was last seen in Sewickley, Pennsylvania, during the week of August 14, 2002. Scarpitti is known to hitchhike from place to place, often soliciting rides from truckers at truck stops.
During the weekend of October 24, 1997, three Wisconsin fur farms
were raided, resulting in the release of more than 3,600 minks and causing more
than $200,000 in damages. The raids were consistent with the methods implored
and used by ALF. Witnesses reported seeing a red Geo Metro bearing a Washington
State license plate. Authorities located and stopped the vehicle. The occupants
of the vehicle were Justin C. Samuel and Peter Daniel Young. The occupants were
released and a search warrant was later obtained and executed. In the vehicle,
sheriff deputies recovered tools, ALF communications and a "hit list" of various
fur farms located throughout the US.
A federal grand jury indicted Samuel and Young for four counts of Hobbs Act Extortion and two counts of Animal Enterprise Terrorism. Federal arrest warrants were issued for their arrest. Samuel was arrested in Belgium and the current whereabouts of Young are unknown.
